The Heritage Foundation unveiled Project 2025 last year — and then spent the 2024 campaign in the doghouse as Democrats wielded the conservative wish list as a cudgel against Republican presidential nominee Donald Trump. Luckily for Heritage, the Democratic strategy was a flop.
