Foreign Ministry names two UNRWA employees as Hamas terrorists, citing new evidence
Madhoun’s supposed ID card named him as “Director of UNRWA Operations, Gaza.”
Israel’s Foreign Ministry Spokesperson Oren Marmorstein named Ashraf Mahd El Madhoun and Mohammed Ibrahim Abd Ghafour as two individuals who worked for the United Nations Relief and Works Agency (UNRWA) while also being operatives in the Hamas terrorist organization.
Marmorstein’s claim was posted to X/Twitter on Sunday, along with an image appearing to depict an UNRWA ID card belonging to Madhoun, an image appearing to show Madhoun in military garb holding a rifle, an image of an UNRWA payment contract bearing Ghafour’s name, and an image of an alleged poster from Hamas’s Izzadin al-Qassam Brigades claiming Ghafour as a member and congratulating him on obtaining a Master’s Degree.

“To all the great @UNRWA defenders, look at these pictures,” Marmorstein wrote in the post. “This is the Hamas-UNRWA organization.”
Evidence against UNRWA ‘keeps piling up’
Israel’s Mission to the United Nations office in Geneva also posted about Madhoun on X days earlier.
“Evidence keeps piling up: UNRWA isn’t just compromised — it’s infiltrated,” Israel in UN/Geneva wrote. “Meet Ashraf Mahd El Madhoun. UNRWA calls him an employee. Hamas calls him a fighter.”
Israel’s Foreign Ministry-managed official Telegram channel also posted the images relating to Ghafour.
“One document lists Mohammed Ibrahim A. Ghafour as an UNRWA employee, another is a certificate showcasing him as a Hamas terrorist,” the post stated. “When the same name shows up in two separate documents, it’s hard not to question where UNRWA’s ‘humanitarian work’ ends and Hamas’ begins.
